Utilities - General Utility Information The Utility Department is a division of the Department of Finance. The Utility Department is responsible for the billing and collection services for all utility services provided by the City. Functions performed by this division include billing, account transfers, turn-on and turn-offs, collections, and refunds. Location, Hours, Phone Numbers The City of Atchison Utility Office is located on the first floor of City Hall (515 Kansas Ave). The Utility Office is open from 8:00 a.m. to 5:00 p.m. weekdays, excluding holidays. In addition to accepting payments, one of our Customer Service Representatives can handle any questions about your bill, or requests for turn-ons, disconnections, or transfers at this location. Requests of the Utility Billing Division can also be handled by telephone. Billing questions can be answered over the telephone, and services can usually be disconnected with a simple telephone call.
